Quick answer

Fidelity does not offer a public API for retail customers to place trades or stream market data. Aggregators can read account data through Fidelity Access (for permissioned apps), and unofficial browser-automation scripts exist but are unsupported. For automated trading, open an account at a broker with a public API such as Schwab, Interactive Brokers, Alpaca or Tradier.

Build a Fidelity strategy with AlgoGP
